District 28 Senator Robert Duncan, like Fraser, appears to be a fiscal and social conservative who, by all appearances, represents the majority of his district well. His votes and stances on the issues important to a conservative-minded constituency appear to be in line with its values.

A member of the Senate since 1996, he sits or has sat on committees including: Finance, Health and Long-Term Care Insurance Incentives, Jurisprudence, Natural Resources, Oversight of Medicaid Reform and State Water Funding in addition to chairing the State Affairs committee.
