P&Z changes e-sign recommendation

Abilene's Planning and Zoning Commission amended its recommendation on electronic signs Monday, attempting to address questions raised by billboard and sign industry representatives and others.

The commission voted to recommend that the City Council allow motion and animation for on-premise signs that are 75 square feet or smaller, but to maintain the prohibition on animation for larger signs and billboards, said Jon James, the city's director for planning and development.

In addition, the commission also recommended that the minimum display time for the larger signs be reduced from 10 seconds to 8 seconds and the maximum transition time be increased from 0.3 seconds to 2 seconds, James said.

The proposed ordinance also, he said, would prohibit flashing and full-motion video for all signs.

The City Council is expected to take up the matter in November.
